CEWARN Technical Committee Reviews Conflict Trends and Strategic Priorities for 2025/2026

The 20th Technical Committee of CEWARN (TCEW) Meeting convened on 18-20 December in Machakos, Kenya, bringing together national CEWERU Heads from Djibouti, Ethiopia, Kenya, Somalia, South Sudan, and Uganda, alongside representatives of civil society.

The meeting focused on refining and validating the CEWARN Conflict Profiling and Scenario Building Report for 2025/2026, ahead of its submission to the Committee of Permanent Secretaries (CPS) — CEWARN’s senior policy organ — in 2026.

 

Participants also reviewed key activities and achievements for 2025, and discussed planned priorities for 2026, as presented by national CEWERUs and the CEWARN Secretariat.

In his welcoming remarks, CEWARN director Mr. Camlus Omogo stated, “As conflict risks evolve, strengthening early warning and response systems remains essential to informed decision-making and preventive action, even amid resource constraints.”

Key emerging priorities highlighted during the meeting include:

▪️ Election-related early warning and response support in five IGAD Member States scheduled to conduct elections;
▪️ Strengthening national and sub-national early warning and response structures; and
▪️ Addressing the growing challenge of declining and constrained funding for conflict prevention work.

The meeting underscored the continued importance of coordinated, evidence-based early warning and response mechanisms in the IGAD region.
